FOI 0229 – Staff Reported for Bullying

University Hospitals Birmingham NHS Foundation Trust (UHB) completed a merger by acquisition of Heart of England NHS Foundation Trust (HEFT) on 1st April 2018.   UHB includes Birmingham Heartlands Hospital, the Queen Elizabeth Hospital Birmingham, Solihull Hospital and Community Services, Good Hope Hospital in Sutton Coldfield and Birmingham Chest Clinic.

Due to historical differences in data collection/reporting across UHB and the former Heart of England NHS Foundation Trust some responses have been provided by hospital site.

Queen Elizabeth Hospital

Under the Freedom of Information Act, I would like to request the following information from your trust:  

1. In the last three financial years (2015-16, 2016-17, and 2017-18, how many staff members employed working at your trust have reported bullying by another staff member? I would be grateful if you could break down by year.

2015/16 – 9 cased raised formally.

2016/17 – 15 cases raised formally (please note some of these cases involved multiple complainants/alleged perpertrators hence the higher number).

2017/18 – 14 cases raised formally (please note some of these cases involved multiple complainants/alleged perpertrators hence the higher number).

2. How many of these incidents were dropped or withdrawn, and how many were formally investigated? Again, please break down by year.

2015/16 – 8 cases formally investigated, 1 case dropped prior to the investigation stage by the complainant

2016/17 – 14 cases formally investigated, 1 case dropped prior to the investigation stage by the complainant.

2017/18 – 13 cases formally investigated, 1 case dropped prior to the investigation stage by the complainant

3. For the most recent financial year (2017-18) I would be grateful if you could provide a full breakdown of incidents, including the job of the alleged perpetrator (doctor, nurse, non-medical staff, etc) and what the allegation was based on – as well as the outcome of the allegation.

In order to protect the confidentiality of the individuals concerned it is not possible to provide a full breakdown as requested as this could potentially identify some of the individuals. Therefore an overview of the cases has been provided as follows:

Jobs of alleged perpertrators – 5 x Non-clinical staff, 5 x Nursing Staff, 3 x Additional Clinical Services staff

Allegations – All the allegations were of bullying and/or harassment

Outcomes – 2 x cases ongoing, 8 x no case to answer, 2 x insufficient evidence, 1 x case to answer

Heartlands, Good Hope and Solihull Hospital

Under the Freedom of Information Act, I would like to request the following information from your trust:  

1. In the last three financial years (2015-16, 2016-17, and 2017-18, how many staff members employed working at your trust have reported bullying by another staff member? I would be grateful if you could break down by year.

In 2015/16 there were 34 cases – all formally investigated.

In 2016/17 there were 21 cases – all formally investigated.

In 2017/18 there were 25 cases – all formally investigated.

2. How many of these incidents were dropped or withdrawn, and how many were formally investigated? Again, please break down by year.

In 2015/16 2 were withdrawn.

In 2016/17 3 were withdrawn.

In 2017/18 2 were withdrawn.

As above, all were formally investigated.

3. For the most recent financial year (2017-18) I would be grateful if you could provide a full breakdown of incidents, including the job of the alleged perpetrator (doctor, nurse, non-medical staff, etc) and what the allegation was based on – as well as the outcome of the allegation.

Outcomes – 1   case pending, 6 x  resolved informally, 1 x mediation, 13 x  no case to answer, 3 xnot upheld and 1 x case upheld.
